The Ministerial Order issued on 27/7/2005 regarding the "Quality of on-line services and the measurement of user satisfaction" when it comes to "the quality of sites and portals" states that:
Subject to requirements in accessibility material by the measures implemented by Law n. 4, 2004, what follows is a list of the minimum characteristics which need to be considered when ensuring the quality of the service the portal offers its users:
- access to services structured according to the point of view of the user segments they address;
- short, homogenous and easily identified paths;
- the presence of a clear and updated site map;
- the availability of simple and efficient search functions;
- the organic and coherent aggregation of information and services, correlated between themselves by theme or aim, with the possibility to directly access one from another.
